Convert non-Unicode text to Unicode

Documentation

Convert non-Unicode text to Unicode. The caller needs to call INTL_StrToUnicodeLen first to prepare memory and pass into ustr. The difference between INTL_TextToUnicode is the input string is specified by a NULL terminated string.
Returns:
Size of the converted Unicode (in UCS-2 units not bytes)
Parameters:
encoding - Specifies the encoding of text in src
src - Specifies the text to be converted
ustr - Specifies the buffer for Unicode and returns the converted Unicode
ubuflen - Specifies the size of the ustr in UCS-2 units not bytes
