Case sensitive comparison. This function is multibyte charset safe. It will consider characters boundary correctly.
- Returns:
- true if the text1 and text2 point to the same character (same case), false otherwise.
- Parameters:
- charSetID - Specifies the encoding of text1 and text2.
text1 - Specifies address of text1.
text2 - Specifies address of text2.
